Use it to bridge the remaining gap, and cross over. Go into the turret on the left. Examine the guy that you killed with the cannon, and take the metal bar from his pocket. Go back out and use the key that Hopkins gave you on the door latch, then go in. Enter the elevator. Use the metal bar from the dead guy in the slot, then push the down button. Quickly get out of the elevator; when the bar runs out of red, the elevator goes master back master up. You have to get out and let the elevator leave without you. This time, though, you get as many tries as you need. Go to the other side. Use the telescope on the drawbridge. In your inventory, use the arrows on the crossbow, but not the green stuff, then use the crossbow on the top of the drawbridge. Shoot the chain that you saw through the telescope, and the drawbridge will come down. Cross it. Go up or down any one of the three staircases.
